Pokémon \ URGENT!!! Pokemon Question

K, I need an answer to this tonight.
In Diamond, Pearl and Platinum. How far do you need to get in the game to get an Event?
I'm referring to the Arceus one.

Sometime before the event ends I need to borrow my mates DS, go buy Platinum and try to get up to where I can get the event, so does anybody know??

Apparently some guy in the Jubilife TV Station activates Mystery Gift.
Can I get the event on my cartridge before I finish the game?

Yeah, as long as you have the gift in your cartridge, you can see Arceus any time. There's no time limit.
