Error 52103 is a problem related to your firewall hardware/software.
I assume you have an "always on" connection so no problem there.
If you have a router, what security settings have you placed on your router? If it is WPA or more, lower it to WEP or none.
If you don't have a router, then it is your Norton software. Is there an option in there that allows the Wifi application to be put on the allowed list?
Or try to reinstall your Nintendo Wifi software without any other programs attempting to interfere such as your Norton Firewall.
If any of that doesn't work, then your home network blows (isn't compatible) and you may consider purchasing a router compatible with the WiFi service.
