Drug dealing will be including in GTA: Chinatown Wars as a full minigame that will be incorporated into the main overall story.

You will be able to sell and trade drugs throughout the game and below is Rockstar's statement on Drug dealing in the game.

“We wanted to have a drug-dealing minigame in lots of the GTA games. We played with it a little in Vice City Stories, because it worked really well juxtaposed with the main story. It does intersect with the main story, and things you learn from it work with the story, but it mostly runs on its own.” - Rockstar VP Dan Houser
