You have to do these things:
get the Veilstone Gym badge;
help dawn get her Pokedex back;
get the Pastoria Gym badge;
chase and beat-down a Galactic grunt;
go to Celestic Town and beat another grunt;
go into the cave there and;
when you leave you will be able to get the Gym Badge from Hearthome City.
(The gym leader will be back)
