First you must get the Pokeblock Case. Fly to Slateport City go inside the Contest Hall and talk to the little girl on your left, she will give you a PokeBlock Case.

In Contest Halls you will find a machine, sometimes with people standing around it. You must have berries in your bag, you insert one into the machine and it makes a PokeBlock.
