Pokemon \ How to make my pokemon happy-emergency

Hello everyone,i have pokemon pearl and i have caught a male budew.I want to evolve him into a roserade.I look him up and it said that for a budew to evolve he needs to be happy and in the daytime.So how do i make him happy cause he is alreayd on level 20.Also how do you get a shiny stone to evolve him into roserade.Thanks everyone.
