You can't find a Celebi or Jirachi.
To get Jirachi you have to have a cheat device, to have gone to a special Nintendo Event or to have Pokemon Channel and transfer it from there.
You can't get Celebi, unless you have a cheat device or have been to a Nintendo Event.
And as for Ditto, he/she can be transfered from Pokemon, Emerald, Sapphire, Ruby, Lear-Green or Fire-Red. Ditto can also be found in Route 218 with the PokeRadar.
