That place off Pokemon League? U need to backtrack a little through victory road.

Enter via the Pokemon League side and go straight down until you need to rock climb down (next to a cool trainer). You'll see on the right a cave entrance, someone may or may not be blocking it - get to that cave, it leads to Route 224!

Otherwise consult a better walkthrough
