Because forum games are something there shouldn't be too many of, and admins will decide whether they think it's going to turn into spam and such.

The reason you have to ask an admin for permission to make forum games is to avoid the forums being flooded with them.
Since this one is very similar to a game that is already running at the moment I'm afraid we're going to have to lock it.
