I think you need to get a telescope to a boat with about 6 guys and 1 is missing a telescope, then you get the guards notebook give it to the guy on the boat bottom left sea chart, then give the wooden heart he gives you to the old warfarer for the scroll. Its like holding B in the other zelda games.
