that's a pwnage feature, it takes 2 pwnage users to press it to take down a video, gallery item etc and 3 to take down a forum discussion.

They don't, generally new feature go to one site first then spread out to the other sites, in fact MyDS is the only other site to have page views, and MyPS3 is yet to get online users. It's basically going through site by site updating then starting again with the next batch of updates.
