K do you mean IV or EV. IV is ither 1-31, 31 which is the highest possible IV. Say example you battle a Bidoof and you are using a bidoof. Say you use tackle it takes 3/4 of the other bidoof's damage. Then when the other Bidoof uses tackle you get whiped out. But there the same Bidoof? Yes, but no. It is obvious that the other bidoof has higher IV in Attack than the your Bidoof. To get pokemon with high IV's you must Ither cath the same pokemon and try to compare which one has more stats ( must be same level ) and continue this until you find stats on a pokemon which is very high ( note: must be same level so you can compare ) Or you can breed.
