go to elite four and use surf on the 1st door, then u hav to walk a specific amount of steps east then north etc. then go underground, DON"T MOVE go right back up and you should be in front of dakrai, sheymin and other legends i think. oh this only works for early Jap versions of game. rest of em has been patched.
