Well I don't know how to get him without a hack. But i do know exactley how to get GIRATINA (The ghost dragon type pokemon that is a god like pokemon!)
Step 1: get the national pokedex.
Step 2: make sure you have some paper and a pen or pencil near by for their will be things you need to remember (another puzzel thing with rooms.)
Step 3: have pokemon that can defeat a level 70 or above pokemon.
Step 4: Have pokemon that are strong against dark, gournd/rock moves.
Step 5: be sure to bring revives and full restores.
Step 6: Have pokemon that know defog and rock climb.
Step 7: have pokemon that know ice, ghost, dragon, and dark type moves.
Step 8: Once you do all that go to route 214 and there will be a new bath open on the right side of the screen that leads to the Spring Path.
Step 9: you are now in the send off spring area. now just do what the dots tell you to do in order to get to giratina.
Step 10: When you find giratina save before fighting. if you accidently beat it then you do not have a second chance. but if you save then turn the game off if you beat it and fight it again.
Step 11: When fighting Giratina hit it fast and hard with a massive blast from some ice-, ghost-, dragon-, or dark-type moves. once Giratina's HP has been cut down significantly, whittle the rest down with fire, water, grass, electric, poison, and bug type moves so you don't knoc
