It most definitely is provided that you also have at least one GBA and link cable (better if you have two of each and a friend who's into Zelda games)

Not for the single player experience. When using the cable and a GBA text and certain sequences appear on the GBA screen. When playing solo you can use the cube controller and everything appears on the TV screen.

It's only when you are playing with two or more players that each player requires a GBA (and link cable).
