Well yeah, they have, but you have to look at it's stats and type weaknesses. Raichu can barely take a few hits. And you can only learn either Surf or Fly at one time - not both.

Ask an Admin, Tom realy needs something to do lol He should help you, although personally I would ask questions about flying/surfing pikachu's in the HG/SS forum, where I believe their is a whole page of posts about them
