You cannot catch a riolu,
You will recieve an egg from a fellow called riley.
You can set sail to iron island where you will find riley via canalave town.You will need to go through a cave with 1 spare space in your party.
He will give you the egg and from there you will need to hatch it by yourself.
Happy gaming

Riolu evolves off happiness so be sure to keep it first in your party and equip a soothe bell to it which you can find in the pokemon mansion below hearthrome.

To evole a riolu, put him first in your party, let him KO some pokemon and walk with him alot, also give him berries that are in the food group he likes.
And if your wondering what his happines lv is, go to the foot print reader guy and he'll tell you if he like you. Once he likes you, you will have an lucardio.

Cresselia isn't an Event Pokemon. You can get it after you've beaten the Elite Four by going to Canalave, talking to the Sailor dude's family and then getting him to sail you to Fullmoon Island. There, Cresselia will appear and be registered in your Pokedex before flying away. Then you just need to scour Sinnoh and flush it out.

EDIT: Or maybe it's after you get the National Dex. I forget.
