Feebas can be found in Mt. Coronet, by fishing with a Super Rod, but only in four random tiles.

you find evee in the trophy garden but its very rare. I'll get the other answers later coz i'm a bit busy now or go here for pokemon evoloutions.

lol yeah, Manaphys free sounds like a decent deal. The consumer is always right!

Also, on the topic of Kanto pokemans, if anyone has a caterpie, pidgy, or anything of that jazz, and they really wanna chuck it out, im fine with giving a lvl.1 rattata, Spinerak, or snover (whose dad is a RAMPADOS). And yeah. Just private mail me, and maybe we can come to an agreement...
